Anatalio Ubalde is an economic developer, entrepreneur, and inventor. He works with organizations throughout the nation to foster enhanced economic development strategies using Internet technology. His work in geographic information systems, economic development and the Internet has been featured in The Wall Street Journal, Bloomberg BusinessWeek, Forbes, Fortune, The New York Times, TechCrunch, and Inc. In 2009 he was named a Fellow Member of the International Economic Development Council for achieving exceptional stature in the field of economic development. He is also on the Board of Directors of IEDC.
Mr. Ubalde is a highly sought-after thought-leader and frequently speaks about the use of Internet, marketing, and GIS for economic development at national and international conferences on these subjects throughout North America, Europe and Asia. He is author of the books Economic Development Online (2011) and Economic Development Marketing: Present & Future (2008). Before co-founding GIS Planning he worked in local economic development with a focus on downtown revitalization, waterfront redevelopment, business attraction/expansion, small business, and corporate site selection. He is a twenty-four-time United States Master’s Diving National Champion, an All-American, and in 2010 won two silver medals at the World Masters Championships in Gothenburg, Sweden in springboard and platform diving. Mr. Ubalde has a Master’s degree in City Planning from U.C. Berkeley.

Mr. Monzon has over fifteen years of GIS experience including application development, Internet-based GIS, web page development, GIS training and database management. He is the developer of a number of award-winning Internet-based GIS applications including TVAsites.com, WashingtonProspector, SacSites, Oklahoma Economic Development Information System, Vallejo Economic Development Information System, INside Rancho, and Fujitsu's INFOFORUM GIS. His work has appeared in The Wall Street Journal, CNN, NBC News, and numerous GIS-related publications.
Mr. Monzon has lectured about Internet GIS in Europe, the United States, and Latin America and has been published in magazines such as ArcUser. He is recognized as one of the finest experts in ArcIMS and ArcGIS application development in the industry. His work has twice received the Special Achievement in GIS award. Prior to GIS Planning, Mr. Monzon worked for Vectiv, an online GIS site selection company focused on the retail industry. He is an expert in ArcGIS Server, ArcIMS, MapObjects IMS, GoogleMaps, Active Server Pages, Java, Java Script, XML, DHTML, HTML, .NET, ArcView, ArcInfo, Internet Map Server, Spatial Analyst, Visual Basic and Avenue. He is an avid enthusiast of the electric organ and has performed original compositions in international music competitions. He was also a Fulbright Scholar, during which time his pioneering GIS tools and research included affordable housing, urban growth, disaster recovery costs, and economic development. Prior to GIS Planning he worked at Vectiv, an Internet site selection GIS company that was started at Camp 6. Mr. Monzon has a Master’s degree in City Planning from U.C. Berkeley and a Bachelor’s degree in Civil Engineering.
Director of Sales
Mr. Riblett has fifteen years of experience in local economic development and the use of geographic information systems in the economic development arena. At GIS Planning, he is accelerating the adoption of GIS Planning’s technology into the economic development marketplace. Mr. Riblett has spoken about the value of GIS in economic development at major national conferences such as the International Economic Development Council (IEDC), Urban and Regional Information Systems Association, and ESRI. His work with Tucson’s Commercial Property Online received national awards from organizations including IEDC, ESRI and URISA and has been featured in the Arizona Daily Star, Inside Tucson Business, and the Tucson Citizen. He is also author of the article “Online Economic Development Success in Tucson” in the Economic Development Journal.
Mr. Riblett has served as an instructor for IEDC’s professional development training course “Fundamentals of Economic Development Web Site Design & Content”. Prior to being promoted to Director of Sales, he served as both Project Manager and Senior Account Manager at GIS Planning. Before joining GIS Planning, Mr. Riblett was an Economic Development Specialist with the City of Tucson’s Office of Economic Development. During his seven years with the City, Mr. Riblett’s responsibilities included the administration of Foreign-Trade Zone #174, the successful relocation of USA Baseball to Tucson, the Downtown Façade Renovation Program, business retention and expansion projects and the project management of Tucson’s Commercial Property Online, which won the first IEDC Internet Award. He co-authored the City of Tucson’s Economic Development Strategy and Integration Plan.
Mr. Riblett graduated from the University of Arizona where he received his B.A. in Economics with a Minor in Communications. In his spare time he enjoys golf, softball and coaching his children in various sports.
Director of Marketing
Dr. Sklar is a recognized expert in economic development communication, marketing, and social media. As the Director of Marketing for GIS Planning, she works directly with clients to develop and fine-tune marketing campaigns to promote their use of ZoomProspector Enterprise and SizeUpLBI. Using the customized, collaborative approach that has always distinguished GIS Planning’s relationship with its clients, Dr. Sklar works to expand and fine-tune the reach of location brands in the highly competitive field of economic development.
With a Ph.D. and M.A. in Communication and Cultural Studies from the University of Massachusetts at Amherst, Dr. Sklar has worked extensively in both private and academic sectors, serving as a a social media consultant for economic development agencies, full time faculty member at Concordia University’s Department of Communication Studies, a research consultant at McGill University, blogger, and multiple award-winning journalist.
The focus of Dr. Sklar’s research and writing has been on information and communication technologies and community cultures. She believes that using these technologies thoughtfully and effectively requires a skillful combination of knowledge, critique and creativity. Dr. Sklar has provided strategic teaching, consultation and training in educational, cultural and business settings for a variety of audiences across North America, synthesizing and presenting complex information in accessible and practical ways.
Director of Client Services
Jeff Suneson has over a decade of experience in geographic information systems. Prior to joining GIS Planning he worked as the GIS Coordinator for the City of Hayward and built their GIS department, infrastructure, and data from the ground up. Before that, he taught at the GIS Lab at California State University East Bay. He joined GIS Planning 6 years ago as Web GIS Programmer and has since been promoted into the role of Director of Client Services where he performs project management and works directly with customers on diverse aspects of their service.
Mr. Suneson holds a BA in Geography from California State University San Diego and a MA from California State University East Bay.
